Federal regulations require MPOs, State Departments of Transportation (DOT), and public transportation operators to develop a 4-year Transportation Improvement Program (TIP) and a listing of federally funded projects that were obligated in the preceding program year. As per CFR 450.334, the Annual Listing of Obligated Projects (APL), needs to be published or otherwise made available to the public in accordance with the MPO’s Public Participation Plan (PPP) criteria for the TIP.
